Major Australian Student Visa Policy Updates 2026

Australia’s international education sector has undergone a series of significant regulatory updates. Under continued focus on housing availability, system integrity, and preventing visa exploitation, the Australian Government has enacted comprehensive reforms governing student enrolment quotas, family dependant inclusions, course progression, and application processes.

For international applicants—including students planning higher studies from Bangladesh—understanding these updated rules is critical to ensuring a successful, fully compliant application.

1. Enrolment Caps & National Planning Level (NPL)

  • 2026–2027 Planning Ceiling: The Australian Government established a National Planning Level (NPL) of 295,000 New Overseas Student Commencements (NOSCs) for 2026, maintaining this exact planning level through 2027 to provide sector predictability.

  • Individual Provider Allocations: Rather than imposing a single blanket cap on applicants, the NPL allocates specific commencement numbers across individual universities and higher education providers.

  • Key Exemptions: Higher-degree research candidates (Master’s by Research and PhD), TAFE institutes, non-award study exchange candidates, and students transitioning from recognized pathway providers into public universities are exempt from counting toward provider caps.

2. Mandatory Confirmation of Enrolment (CoE) Requirement

  • Upfront Documentation: Applicants lodging student visa applications—both onshore and offshore—must possess an official Confirmation of Enrolment (CoE) issued by their institution at the time of submission.

  • No Provisional Submissions: Submitting a visa application using only a conditional or unconditional Letter of Offer is no longer permitted. Tuition deposits must be cleared and a formal CoE generated before visa filing.

3. Strict Restrictions on Dependants (Spouses & Children)

Effective October 2, 2026, the Department of Home Affairs implemented tighter rules regarding accompanying family members for Student Visa (Subclass 500) holders:

  • General Prohibition: Most international students enrolled in undergraduate or taught Master’s programs can no longer include partners, spouses, or dependent children in their visa application.

  • End to Subsequent Entrants: Family members can no longer apply to join a primary student visa holder later as subsequent entrants after the initial student visa has been granted.

  • Exempted Categories:

    • Research Students: Candidates enrolled in Doctoral/PhD degrees.

    • Regional & Passport Exemptions: Passport holders from ASEAN and Pacific Island nations.

    • Government Sponsorships: Recipients of official DFAT, Department of Defence, or foreign government development scholarships.

  • Existing Family Protection: Families who held valid student dependant visas prior to October 2, 2026, maintain their status and are protected under transitional clauses.

4. Restrictions on Course Hopping & Onshore Extensions

To curb “visa hopping” and ensure genuine academic progression, the Home Office has restructured onshore visa extension pathways:

  • Academic Progression Standard: Enrolling in equal or lower-level courses (e.g., transferring down from a Master’s degree to a Vocational VET diploma) to prolong a stay in Australia is heavily restricted.

  • Offshore Application Requirement: Existing temporary visa holders and students seeking to commence new non-progressing courses are required to lodge their new student visa application from outside Australia.
